Explain? How are you testing what you do?
Do you have a local proxy? Disabling the external link
would not necessarily break any connections established with it.

I suspect that you still haven't identified the essential details
about your symptoms. For example, another user complaining
about a similar symptom discovered that an option of his security
package was apparently acting as an unexpected proxy and
all its residual connections showed up using netstat:

BTW I am having to resort to Google Groups instead of the MS Communities
links that I would normally prefer to use because nobody bothered to vote
for any of the posts in that discussion. Hence it got aged out of the
Communities archive. ; ] Perhaps your EggHeadCafe archive still has
that discussion in a more readable form than Google Groups?
Also, I have no experience with Vista. In case there are any better
diagnostics in it than the netstat and tasklist commands I suggested,
I am cross-posting to the Vista Networking NG.
