I had the same problem, and from what I read on the Web, the only solution
at the time was to format my HDD and re-install OS to fix.
I found according to Web searches, that one of the problems to cause this
can be by not setting a USER password!
After formatting/re-installing OS, this problem returned the same day and
I'm sure I had passwords set for both of my USERs, but by going into
"Control Panel"/"User Accounts" and changing newly created USER password. (I
entered the same one I had previously - both Administrator Type).
I then rebooted computer.
So, only after re-entering a USERs password could I turn off "PASSWORD
PROTECTED SHARING" and it stayed off.
NOTE: It didn't prompt me for the old password when changing password which
I thought was weird (or maybe I was creating a password?). So maybe I just
had a momentory memory loss due to early morning (2-3am repairs) and I
didn't enter a password? (I could have sworn I had entered one).
That was over a week ago and I've had no more of this problem since.
