Does proxycfg give any clues?

BTW I think you are more likely to get informed assistance from a newsgroup
which specializes in networking (or VPN) than here. Cross-posting...

Notice that your second Fiddler2 link contains a reference to proxycfg too. ; )

BTW it may help to provide a more detailed symptom description.
E.g. what exactly does "Fiddler2 works from time to time" mean?
Even without VPN I could say that about https sessions because
of the use of its certificate (as mentioned in your first Fiddler2 link.)
