WMP 11 MP3 Tags Not Saved to File

I have many MP3 files that I have set various MP3 tags on (Conductor being
one of them) and even after I run the "Apply Media Information Changes"
option, the tags are not set in the file. How do I get the tags written to
the MP3 files?

Are they read-only? Are they local to the computer (or on an external
drive)? What versions of ID3 do they contain?

As long as they don't have invalid timestamps (since WMP won't overwrite
newer tags), the above are the only real bugaboos I'm aware of. Do WMA
files tag correctly?
