my gifs do not move in Outlook on Vista

I am running MS Outlook on Vista, and when I insert a gif in an email, the gif does not move. In limited testing, it does not move for me as the originator nor if I send it to myself, as the recipient. However, one third party recipient reports it does move. My gifs all moved in XP and all gifs that I am using in Vista I know for certain are animated.

Can anyone either help me get my gifs moving or tell me why I cannot? Tks.

Many of the Vista programs, like Windows Explorer, Photo Gallery, WLM, (and
apparently Outlook 2007?) no
longer show animated gif files.
WLM seems to show them in a received message, but not in a compose message.
You can view them with Internet Explorer, or a program like IrfanView
