WINDOWS DVD MAKER WILL NOT WORK

so when i am making a dvd in windows dvd maker, from any files; avi, photos,
saves from windows movie maker, even just audio, as soon as i get to the part
where you choose the menu style and background image windows dvd maker
freezes up, looks for solutiuons, then restarts the program. there is no way
to get past the menu selection it just restarts every time. does any one know
a fix? is there a way to reinstall just windows dvd maker and not the entire
operating system? any help would be gnarly.
