Windows Photo Gallery, by default, keeps track of which pictures were
previously imported, and only imports the newer ones. There's no way to
select just the ones you want.
But the newer Windows Live Photo Gallery works better, as it allows you to
select which photos to import. It also has a few more features than WPG.

Also, you can manually use Windows Explorer to copy the photos from the
camera/card to your computer. You don't -have- to import them with WPG.
