Photo Gallery background colour

It ought to be possible to change the background colour in Windows Photo
Gallery.
Where is the option to do this?

If you are using Windows Media Centre, right click Vista icon.
Go to settings, select general, then Visual and Sound Effects.
This will give you a few options one of which is VIDEO BACKGROUND
COLOUR.

There is black, white and a scale of grey.

Doesn't really help.
I'm talking about something else -view a picture in Windows Photo Gallery,
click "open" and go to "Picture Manager".
Where are the options to change the background colours in that?
