Picture files eror message

I seem to have a problem opening up picture files. Each time I try to, I get
a message, " Could not fully start the application because an unknown error
has occurred." Anyone had this problem and can offer a solution? Has worked
fine since I bought new laptop. I can still access files by right clicking >
open with > Photo Gallery but would like to be able to open them normally!

I have no idea what application you were trying to open when you get
that message.

When did this error start? Has it always been like this?
