This appears to be a case of typical .JPG compression artifacts. You could
minimise the distortions greatly if you were able to choose a higher
quality-setting (90-95%) before saving. That used to be possible in earlier
versions of Paint but I don't see the option in my Vista version (seldom use
the program anyway). There will always be some artifacts in JPG images
because it is a side effect of the 'lossy' compression process used to
create JPGs. To keep your image pristine save it in an uncompressed format
like TIFF or BMP. If you want to save some disk space you can also use PNG
format. That is a lossless compression format, not as highly compressed as
JPGs can be but it doesn't change the image quality.
