Animated Gifs, active desktops and Vista

has anyone been able to figure out how to make animated Gifs work on you
desktop? or even if we can use active desktop yet with Vista, and if not yet
when?

my next big question is, why remove active desktop in the first place? Vista
uses a lot of power as it is, what is a little bit more for active desktop?
