MS - Opening a web link

I have Vista Ultimate installed. I had an email sent to me with a link to a
web cam for a job site.
http://healthcare.utah.edu/hospital_.../roof_cam1.htm

It wants me to install active X, I do and nothing happens. I have unchecked
enable protected mode in the trusted tab of the security properties.
