There must be some configuration problem with your system.
I just tried searching for 'snow' in the start - search box, it came up with
several (not all, there are more than would fit) of pictures that have that
tag. Then I clicked on 'see all results' which brought up the search window
and showed me what I think is correctly everything.
My system is pretty plain Vista Home premium. The pictures in question are
in folders under 'Pictures'. Most of the tags were added in windows photo
gallery but some were imported with the pictures.
