Not with Windows alone you can't.
To do something similar to what you propose, you need a series of
'extenders', 1 in each room you plan on using (max of 5 IIRC, but not sure).
The best current extender is an XBox 360. These will be able to play back
recorded TV and music/mp3s stored on the media center PC. I don't know if
they allow the sending of live TV, and I'm pretty sure you can't send a DVD
film over the network either (but you can just drop a DVD into the XBox and
play it).
