RE: Flash Player won't install on Vista 32
I had this problem 8 months ago when I upgraded to Vista Ultimate.
This was my solution.
Go to this location (you may have to unhide system files to do it):
C:\Windows\System32\Macromed\Flash
Find these files:
flash9b.ocx
Flashutil9b.exe
Change the Security to Everyone and also Your User Account to Full apply and
exit. It should run properly after that.
Flash Player installed for you but you were not properly authorized to use it.
You need to be the administrator or a member of that Group to make these
changes.
I do not know why it happens sometimes but it is definitely an authority
problem as it is installed.
