"Content-ID:" Image Spam and Windows Mail
Is there any sort of way to block images that use this sort of Content-ID:
feature to get around the blocked images? I'm tired of some spam coming
through and having obscene or annoying images that cannot be blocked.
Apparently the images are encoded and then are displayed in the message
using a format like "img src=cidF3F54F4=2EF417710E." I've seen people talk
about this often on forums but never see any solution.

No. What you can do is read all messages in plain text and then the images
won't display. Tools | Options | Read
