exporting contact list

How can I send my contact list to another person via email? Tried exporting
to files on my computer and sending as attachments. When that didn't work,
tried copy and paste and that didn't work, either. Pretty frustrating, as
is most of my Vista experience, so far.

Exporting contacts as a .CSV file should have worked.
What part of that procedure failed, and how did it fail?
