Not showing folder contacts

I have contacts in folders in Windows mail. I also have a number of contacts
in what was the "main identity file" in Outlook Express. If I click "To"
when forwarding a message all the contacts from the folders and the main
identity appear. How can I file the folders so their contacts do not appear
every time "To" is clicked. The address book in Outlook Express permitted
this and it was efficient and simple. What do I need to do in Windows Mail
to accomplish this?
