What do you mean by "restore"?

Did you back-up the Windows Mail data?

I backed up the windows mail files and then had to reformat and reisntall XP

This may be a silly question, but presumably you backed up the Windows Mail
files to an external medium?

Just drag the eml files that were backed up into OE folders.
