Windows Vista "Write Mail"
Top Half of my Write mail window is out of view so i can not click send,
forward, reply or see other options like "font" etc. so I can't get the
window to move down. I have tried right clicking and nothing seems to work
to move the window down so I can view whole window. Help!

Right-click the button for New Message on the taskbar of your desktop.
Choose Size, then click on the Up Arrow on your keyboard (once or twice,
until the Size cursor seems to disappear). Then click on the Down Arrow
enough times to get the New Message window titlebar into view, where you can
grab it with your mouse from there...

You may have to practice with a non-maximized window that you can view in
its entirety, to see what going on with the Size cursor vis à vis pressing
the Up and then the Down arrows, when you follow the instructions in my
previous post.

Not a solution, but you could also right-click the button for New Message on
the taskbar of your desktop, and choose Maximize, if New Message is an
emergency (!).

Another solution would be to temporarily change the resolution of your
display to one that's higher. Move the New Message window to more or less
the center of your desktop, and then change the resolution back to the one
you normally use. You can move/resize the window as you want it to appear
from there...
