Outlook 2007 can be purchased as a standalone version - there is no upgrade version, just the full version. Try

In Outlook, be sure to enable each contact folder as an Outlook Address Book (right click, properties, address book tab). However, using categories within a single contact folder is easier to use for me and many others.
