Help! I can send Email from Windows Mail, but not Receive to...

I am a new Vista user and am by no means, technical...I can send messages
from Windows Mail but not receive to Windows Mail. When I send a "test"
message to myself, I receive it in my internet account (SBC) but not in
Windows Mail. I am not getting any error message.

Please advise.
