this appears to be one of MANY problems with WM and FOCUS being applied where it was automatically done in OE.

you have to actually click on the Local Folder to select it for the Child folder to appear under it./

When I place the cursor on Local Folder and attempt to create a new
folder the folder created becomes a sub-folder of the Inbox and not
Local Folder.
Is this a known bug?
