No, Windows Mail doesn't have it.
You're comparing apples and oranges.
Windows Mail is a mail client program, able to send and receive using
POP and IMAP accounts of virtually any mail provider.
Yahoo is a mail service provider.
Most, if not all mail service providers also offer web access to their
mail servers.
Also, most mail providers offer web-based access to a 'vacation' or
out-of-the-office auto-responder. Who is your mail service provider?
