Windows Mail
When I go to check my e-mails I have to open Windows Mail then close it and
re-open it for my mail to download. How do I make it happen without having
to open, close and re-open? In Outlook I simpy opened and it began
receiving.

Have you checked the obvious setting?
Tools, Options, "Send and receive messages at startup."

What if instead of closing and reopening you click the Send/Receive button?

I have the same problem, even though I have checked the "Send and Receive
Messages at Startup" box. It drives me nuts. I changed the "Check for new
messages" option to "every 1 minute", but I usually don't want to wait even
for one minute. At startup, I always click the "Send and Receive All" tab,
and usually find a bunch of messages waiting for me.

Fix your clock/time zone setting.
