Perhaps there is a stuck message in the Outbox preventing further sending.
If there is an accumulation of messages in the Outbox folder, open
the Outbox folder. Move as many of those messages as you can to
the Drafts folder. If any won't move or can't be deleted,
apply this Microsoft fix:
http://support.microsoft.com/kb/941090
Then try sending again.
If no improvement, that account may be corrupted.
Delete that account, restart Windows Mail, then recreate the accoiunt.
