as klunky as it seems this has worked for me.
I simply create multiple groups with slightly different names to indicate who is not included.

I see from reading other posts that I am not the only one having big problems
with Windows Mail. Can anyone tell me if Microsoft is working hard to
address these problems and I just need to be patient? First, Windows Mail
opens terribly slow. The really frustrating problem, for me, is not being
able to access my contacts by folder. I resorted them into folders after
importing from Outlook Express, but when I open to To: window, they are all
in one list again. It is very, very frustrating to have to go thru all my
contacts to pick out a few. Using groups won't work because I do not always
send to everyone in a specific group each time. If Microsoft does not fix
these problems very quickly I will have to look for another mail program.
