connection to server failed

I recieved the following error:
The connection to the server has failed. Account:
'pop-server.roadrunner.com', Server: 'pop-server.roadrunner.com', Protocol:
POP3, Port: 110, Secure(SSL): No, Socket Error: 10013, Error Number:
0x800CCC0E
We are using Trend Micro Internet Security Pro.
I have seen other post with the only difference is mine reads socket error:
10013

I ran into this problem today on a client's computer, this was the fix:

"Thanks boyce. The same thing happened to me when I upgraded to vist
sp1. My
windows mail had socket error 10013, i have trend micro 2008 with
vista
upgrade.
I went to my fire wall setup in trend micro and *unblocked windows
mail* by
removing the checks and it is working fine."

Trend Micro is one of the top three troublemakers for Windows Mail.
Go through all its settings and disable any interaction with email.

If that doesn't fix the problem, you have a choice of uninstalling Trend Micro,
or upgrading to Windows Live Mail:
