First, get the instructions for setting up an email account from whichever
email provider you are trying to add. Instructions for adding an account
to Outlook Express usually also work under Windows Mail if they don't
call for the HTTP protocol, which Windows Mail cannot handle. The
instructions usually begin with starting Windows Mail, clicking on Tools,
then Accounts, then Add. The details after that depend on which email
provider you are trying to connect to. For typical instructions, see:
