Barring any registry hacks, the solution that worked for me was to
delete the certificate from the recipient's contact info, find a signed
and encrypted e-mail from the recipient and then add the certificate
from that e-mail to his contact info. Apparently, it carries the
information that WM is looking for WRT encryption capability.
