recover deleted windows mail?

I deleted a whole file folder (full of messages) in windows mail. deleted
items folder has already been emptied. nothing in recycle bin. the backup
file C:\Users\chris\AppData\Local\Microsoft\Windows Mail\Backup\new is dated
yesterday. can I access that some how?

No. That backup is for the database. It doesn't contain the body text of any messages.
Aside from a professional recovery service (very expensive!), there is nothing you can do.

DBXpress can recover any messages that haven't actually been overwritten
from the hard drive when run in disk mode:
