You can't use Windows Mail for Web-based mail. Only for POP3 and IMAP
accounts.

you use, or have access to, (or are you asking for advice in that regard

You need an ISP. You should be able to use web mail from public wireless
access points, but for Windows Mail, you need a POP3 or IMAP email account
with someone.

If you don't have an ISP how do you get on the Internet?

If you have an Internet connection you can get a free email address
from Gmail: http://gmail.com
Gmail accounts work both with webmail and POP mail.
