How do I do this under vista - to get pictures sent to me by email?

It's already installed with Vista. Start it, then click Tools, then
Options, then Read. Click on the box before Read all messages
in plain text, then Apply, then repeat this if there is a check mark
in that box. Click on OK.

This should be enough to get most, but not all, picture formats
If not, tell us the part of the picture's file name after the last period,
or if it doesn't even decode into a file, show us the first page of
the code that includes the picture.

Do you have an existing email address? Give the sender your email
address and tell them to send the pictures to that email address.
If you need more help, tell us the part of your email address after
the @ symbol. How did you normally read email before Vista?
