No using Norton or McAfee
It is a brand new computer, with Vista now installed twice. I did a new
clean install with only Vista to try to fix the problem and it is the same
as the first install.

Many new computers come with trial versions of a Norton or McAfee
antivirus program already installed, and included with what gets
reinstalled when you reinstall Vista.

I personally formated the HD and installed Vista (twice). The 2nd, time
because I just could not find a fix for this problem. Therefore the 2nd time
I only had Vista installed nothing else, when I checked what it did. There
is no virus program installed at present.

Steve, believe it or not, but it does NOT work. I still opens in the Taskbar
only.

When it opens as an icon on the taskbar, right click it. Is Restore frayed
out?

It sit in the Taskbar flashing. When you click it, it then opens maximized.
