Did you do the part of my previous suggestion that said:
Delete that mail account, restart Windows Mail, then recreate that account.
Accounts can get corrupted for no apparent reason.
Did you ever have an antivirus program installed on that PC, and if so,
which program?
If nothing helps, you can always upgrade to Windows Live Mail.
It seems to cure a lot of problems with Windows Mail.

ok i removed the pop account and remade my account and i still get the same
thing to pop up and the last time i canceled the username and password thing
and it gave me this error.. and no i did not have any other antivirus stuff i
just reformated this computer so there is not much on it at all but windows
vista.. but here was the error maybe it will help

You don't have the correct incoming mail server name.
"pop3" is not a valid mail server name. You must use the settings
specified by your ISP:

Hi I have tried opening the file 941090 it still does not work, every time i
try to send, delete or move this email into a different folder the error
message says an unknown error has occured

Hello,
I have the same problem with outgoing email.
My computer has Windows Vista and I am using Windows mail to send email.
The error meesage is:
The connection to the server has failed. Subject 'Re: Sending of report
everyday', Account: 'pop3.hosts.co.uk', Server: 'smtp.hosts.co.uk', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
Hope someone can give me a solution.

What you should do with it after downloading it is to run it as
administrator. If it refuses to install, try the same with the
other version (32-bit or 64-bit).

Does your connection to that server cross over from one internet
provider's equipment to another's before it gets to the server?
If so, such connections to port 25 are often blocked to cause
trouble for spammers. You might ask hosts.co.uk if their
outgoing email server listens for outgoing mail on any other
port, and if so, the details of switching to the other port.
There are about 65,000 ports available, so just trying them
all is a very slow way of finding out.
They may be doing work that would interfere with a
connection:

They don't seem to have put their instructions for setting up to
use their email servers on their web site.

Thanks for the information.
I contacted serve.com.uk and there response was:
The error message of 0x800CCC0F is often down to virus software such as
Norton Antivirus. The solution would be to disable the email scanning in the
antivirus software your using.
I tried removing my virus software (Norton Internet Security 2007), however
it did not solve the problem and I still cannot send outgoing emails.
I would be pleased for any other suggestions.

You may also need to run the clean-up program:

Try removing your email account and then create it again.Take note of your
account settings first.
Free AV software on the net, do a custom install of either, and do not
install mail scanning.
