The location of the message store can be found via Tools | Options |
Maintenance | Store Folder. Also see
www.oehelp.com/backup.aspx
If you have important messages, then you should back them up on a regular
basis. Your hard drive could fail and you'd lose everything.
If you delete the two database files, then your messages will be unaffected
and will automatically be reincorporated into the message store and new
database. If you move everything out of the Windows Mail directory, then
your messages will move with that and you can then import from the location
to which you moved them.
In neither case will you lose messages.
You can also try setting up a second instance of your Mail account and then
delete the first instance and that might get rid of the outbox message, but
otherwise there is no other resolution at the moment.
