In Windows Contacts (Vista), I don't have the toolbar that allows me to add a
"New Contact Group". My Contacts folder looks like a pictures folder. I
imported my Contacts folder from Windows XP.

Open your Contacts folder>right click a blank area>customise>from the drop
down change to contacts.
