Accessing Windows Mail in IE7

Can't get "mail button" in IE7 tool bar to open Windows Mail. Pressing it
does nothing. Have tried to set Windows Mail as default mail handler in IE7
and wirthin Windows Mail several times but doesn't seem to retain setting.
Suggestions??? What am I missing???

Ensure that Windows Mail has all its defaults:
Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on Windows Mail.
If it doesn't respond with "This program has all its defaults" then fix it by
clicking on the option indicated by the first green arrow.

Repeat the above for Internet Explorer.
