Can't Send emails
I can receive emails, but cannot send them. Get this error:
An unknown error has occurred. Subject 'testing', Account:
'smtp.sumterprinting.com', Server: 'smtp.charter.net', Protocol: SMTP, Server
Response: '421 Service not available', Port: 25, Secure(SSL): No, Server
Error: 421, Error Number: 0x800CCC67
I have been using this account for months without any problems, then
suddenly yesteday I couldnt send anything. I am using Microsoft Windows mail
and Vista operating system. please advise---thanks!

You might check if they've changed anything in their instructions of how to
set up to use their email servers:

Also, if messages are piling up in your Outbox, what happens when you
try to either delete the oldest such message or move it to the Drafts
folder, and then restart Windows Mail?

Although it shouldn't make any difference, try changing smtp.charter.net
to mail.charter.net.
I don't know what Charter's policy is, but perhaps they don't accept
outgoing emails where the 'From' address is not a @charter.net address.
I'm assuming that you are using a @sumterprinting.com 'From' address
for this account. That theory would be easy enough to test by temporarily
changing the 'From' address to your @charter.net address.

I'm having exactly the same problem that JennyLee reported. I was able to
send and receive e-mail without incident until a couple of days ago. This
morning I spent about half an hour on the phone with Charter tech support,
and they satisfied me that this isn't a problem with Charter's servers. They
checked me out on the correct server names in my setup. And they were able to
get into my account and, using my email address, send me a test message with
no problem. So it appears that the problem is somewhere on the user's
computer.
The error message that JennyLee reported is, apparently, not a Charter
message. The Charter rep had no idea what it meant. However, she sent me a
Windows Mail troubleshooting guide, and the "421 Service not available"
message appears on a list of Windows Mail error messages. It's not supposed
to appear unless you can neither send nor receive mail and indicates that the
server doesn't recognize your computer's IP address. However, that doesn't
seem to be the case here, since JennyLee and I are having no problem with
incoming, just outbound, mail.
Also, nothing is getting stuck in my Outbox. I can delete or move mail in my
Outbox with no trouble. I tried disabling my Norton antivirus software to no
effect.
At this point, I'm completely stumped. Any other ideas?

What's up with the "sumterprinting.com" in the account name?
Are you connected to Charter when trying to send?
According to this page,

that error message indicates that your IP is on a RBL (Realtime Black List)
I suggest you contact Charter. I couldn't telnet to the server.

Charter's tech support lied to you. The "421 Service not available"
error message is definitely coming from Charter's SMTP server.
It is unfortunate that companies like Charter insist on hiring the
caliber of people who get paid barely above minimum wage.
You get what you pay for.
It is not possible to simulate the user conditions by means of
the email test done by Charter tech support. For one thing, the
originating IP address will be different.

It CANNOT be CHARTER because I have bellsouth and have been having this
exact same problem with webmail. I have stuff sitting in there for 2 days
and 1 I cannot delete.

I agree with KCWelch1. I connect via Talk Talk and have had the same problem
since 26th Jan. I have wireless router and can send e-mails fine from my PC
which operates on MS Office/Outlook. However, my laptop has MS Vista/Mail and
although it receives e-mail fine it will not send and everything is stuck in
my outbox since 26th. I've checked my account options and they're still right
and it was working fine until 26th and nothing has changed since.

not being able to send.
