Lee,
The best thing I could figure out (& it's not great) is as follows:
Move your current Contacts out of the Contacts folder to a folder in
Documents or elsewhere.
In the email message, Tools -> Add to Contacts -> Everyone on the List.
The annoying part is you have to click 'OK' for every Contact created!!!
You can then move those Contacts to a folder in Documents or elsewhere --
the advantage being this will prevent the individual addresses showing in
the 'Select Recipients' dialog in a new email message.
Create your new group & when you use the 'Add to Contact Group' dialog, you
can use <Ctrl> + A to select all the contacts at once.
Move your saved contacts back into the Contact folder.
