Problem sending email from Windows Mail

When I press the send/receive button in Windows Mail, it will not activate if
there are messages in my outbox. For me to send newly composed messages, I
have to shut down the program and then relaunch it. It works normally to
simply download new messages.
Why is this?

This may help: Click on Tools, then Options, then Send. If there is no
check mark in the box before Send messages immediately, click on this
box and then Apply. Click on OK.
