Outlook Express won't run under Vista - you need to run Windows Mail
instead.
In Internet Explorer, click on Tools, then Internet Options, then
Connections, then the circle before Never dial a connection, then
Apply, then OK.
In Windows Mail, click on Tools, then Options, then Connection.
If there's no check mark in the box before Ask before switching
dial-up connections, click on this box and then Apply. If there's
a check mark in the box before Hang up after sending and receiving,
click on this box and then Apply. Click on OK.

The instructions are for Outlook Express, but should also work for
Windows Mail if you avoid the One Click Fix.
