This fix sometimes helps. Download and install it without Windows Mail
running.

Although it's labelled as for mail stuck in the Outbox, it also works for
other folders and sometimes for the problem you are having. If you
don't know whether to use the 32-bit version or the 64-bit version,
try the 32-bit version first.
Also, what if any antivirus programs do you have? Some of them
cause such problems, although seldom immediately.
