WHY IS IT THAT I CAN RECEIVE MAIL BUT THIS THING WON'T SEND ANY MESSAGES.

Typing in ALL CAPITALS is the same as shouting, and makes it less
likely you'll get help.

What if any error messages do you get when you try to send
messages? Show the full error messages.

Are messages piling up in the Outbox? If so, can you delete
them?

this is the message I get,

AOL wants you to use port 587 instead of port 25. Here are their setup

You might not have your email account under Windows Mail properly
set up to connect to your email provider (who is probably also your
internet provider. Ask them for their instructions to set up such an
account. If they haven't written instructions for Windows Mail yet,
use their instructions for Outlook Express, but under Windows Mail
instead. The instructions are probably somewhere on their web site.
Or, you could tell us who your email provider is and see if anyone
here already knows where to find the instructions.

According to this, you need to change the Outgoing port to 587...
