I received a similar error after a Windows Vista Update:
1. Windows Mail could not be started. Your computer may be out of
memory or your disk is full.
2. I click ok, then receive the second error:
"Windows Mail could not be started because MSOE.DLL could not be
initialized."
3. Also, my Desktop items were all gone except for one item.
4. I did not have the run the chkdsk utility message.

I followed instructions from another forum to delete the registry key
for Windows Mail and restart. This did not work. So, I installed
Windows Live Mail as you recommended. Also, I did not complete
configuration of the Windows Live Mail, since I had to go to another
pc to look-up my Incoming Mail and Outgoing Mail server names. I just
guessed (incorrectly) and entered something. I think I launched
Windows Live Mail and then Windows Mail. Windows Mail still gave me
the same errors, and it was late, so I shut down. Then, tonight I
powered up my laptop to try some other things, but I noticed that my
desktop icons were back on my Desktop. So, I re-launched Windows
Mail, and it worked perfectly. Therefore, I think that I needed to re-
boot the laptop after installing Windows Live Mail. After that, my
Windows Mail launched without error and my desktop icons were back on
my Desktop.

Thanks!

Re: WinMail.exe-corrupt file
You'd be surprised how many times simply rebooting Windows
will cure a problem.

Re: WinMail.exe-corrupt file
I had re-booted several times prior to removing the registry key, and
I'm 80 % sure I re-booted after removing the key. My errors from
launching Windows Mail and the Desktop icons which had disappeared
were still there until rebooting after installing Windows Live Mail.
I'm convinced that installing Windows Live Mail and then re-booting
solved my problems.
