Changing "mailto" protocol via registry--no "clients" file under HKEY_USERS
I'm sooooo close--I have now managed to "uncheck" TWO of the three files Windows Mail was associated with through the registry. But it will NOT give up on "mailto." All the instructions I've been given require the altering of a key in the "clients" file in HKEY_USERS. But I can't find a clients file there. Can I CREATE that key or...?

Yes. Identical keys in user override keys in local machine for this type of
key. The ui should show your user one from now on.
