Junk - can't stop some mail from going to junk

Junk - can't stop some mail from going to junk
Vista - Windows Mail. Contact forms from our website are ALWAYS thrown into
my junk folder. Contact forms come from new customers so I can't list them as
trusted senders. I tried setting up rules to put this mail into a specific
folder when it matches the subject line. When new contact forms arrive the
mail will momentarily go into the correct folder then Windows Mail will
determine it's junk and throw it into the junk file. Everything else seems to
work fine. I must always look through the junk files to see if there are new
contacts and sometimes I miss them. How do I stop this without turning off
all controls?

Right click the mail in Junk Mail.
Choose Junk Mail Options.
Add it to Safe Senders.

Not possible. Every contact comes from a different person.

I can identify the incoming email by the subject line. I set rules so that
when these forms come in, with the designated subject line, it is to "stop
processing more rules" but some of these emails still go to the junk folder.

I was incorrect on my initial statement. Some, not all, of these go to junk
mail.
