Open Contacts, select Export, CSV format. Import into Outlook.

You got it 90% right, Gary, but you left off an important piece of information -- the DOS version of the CSV must be selected to make it work:

Open Contacts, select Export, CSV format (DOS), Import into Outlook.

Many trials and errors led me to discover this.

Hi, I have read countless threads & tried for many hours with no luck to
import contacts from windows mail to outlook 2003. I followed your
advice but my when I try to export there is no dos choice. If you have
any additional advice I will be very very appreciative. I really am
disillusioned with vista as it is such a hog and not very friendly. I
have not discovered why it is worth using?

In Outlook, import CSV

I agree with the guy who said it cannot be done.
There is NO option in Outlook 2003 for IMPORT CSV

the options:

Export to a file
Import a vcard file
import and icalendar or vcalendar file
import internet mail account settings
import internet mail and addresses

In Windows Mail:
File - Export - Windows Contacts - CSV (Comma separated Values)
save the file

In Outlook:
File - Import and Export - Import from another program or file - Comma
Separated Values (Windows)
find the file
