A few Internet routers have problems with Vista's TCP autotuning feature.
Try this:
1. Go to the Vista start menu and type cmd
2. The search results will display a program titled cmd.exe
3. Right-click on cmd.exe and select "Run as administrator"
4. type "netsh interface tcp set global autotuning=disabled" without
the quotation marks
5. Test your POP account and see if you can now download your mail.
6. If nothing changes, re-enable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"

If you used the standard install of AVG, it often helps to uninstall it,
then do a custom install where you tell it to leave out the part that
scans email.

Also if you used to have a Norton, McAfee, or Trend antivirus
program installed, you may need a cleanup procedure for what
the uninstall left behind.

Does "cannot receive newsgroups" apply to the newsgroups
available through the Microsoft Communities server, such as
this one?

You are a genius - almost!
I'm using my son's email to reply to this, but... I have Vista and AVG and
have been working perfectly up to yesterday. Then I started getting: '-ERR
AVG POP3 Proxy Server: Cannot connect to the mail server!', Port: 110,
Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC90.
I tried what you suggested and it didn't work, so.... I removed the Secure
Password Authentication again and.... I'm back to working perfectly. Problem
solved even if I don't know why. Thanks from Margaret

Good to hear I got you to the right ballpark.
Incidentally, Windows Mail will develop problems if you continue the
email scanning with AVG. For more on this see

Found a solution
Just last night my laptop started not being able to recieve messages or send messages. I could see how many messages was trying to dwn load but thats it. The message error: Account: 'pop.charter.net', Server: 'pop.charter.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19. Ok I tried evrything even called my ISP which is charter and even called dell and microsoft noone would take the blame. So I seen that my antivirus program I use is Charter High speed security suite. I clicked on that and from ther clicked on to virus and spy protection. Then clicked configure next to email scanning and then clicked protocol and changed all 3 port numbers to zero. And BAM I can get my incoming and I can send mail now. Let me know if this helps. I know now that any type of antivirus program you have just make sure the email scanning is off. It will work!
