Thank you:
Receiving E-Mail under MS Outlook and Windows Mail is too slow and
impossible to complete when it is more than 50 Kb. I have tried removing
Norton Internet Security and before and after the problem is the same. It is
happening to many others as I have follow up in here. Sending E-Mail is not
a problem, only receiving them.
My question is if there is a solution already for the problem, it's being
posted since Vista was relesead abou twomonth ago.

Since the problem occurs with both Windows Mail and Outlook,
it is not something we can blame on Windows Mail.
Did you completely uninstall Norton, or merely disable it?
If you haven't done so already, completely uninstall it and any
other third party firewall or antivirus program.
If that doesn't fix it, I'm fresh out of ideas.

That is a send error, not a receive error.
Looks like you're trying to send an attachment that is more than 20 MB
in size, which probably exceeds the allowable message size limit
of the SMTP server. Are you able to send smaller messages?

I tried to get helpful feedback here, but i only get questions back and no
answers. A microsoft helpdesk gy in the Netherlands helped me out in 2
minutes, without knowing an error code. Het just listened to my reply. That's
what they call: customer friendly!

I eventualy found a solution to this problem in another thread in this
forum.
And it works!
I applied the following CMD:
"netsh interface tcp set global autotuning=disabled"
Then I launched windows mail and I soon received all my messages in
less than a second.
...after one month of searching and querying various forums, faqs,
knowledge bases, experts including MS,
everybody keeping saying to remove firewall and antiviruses, which
appeared to be uninfluent.
Now... is there any kind soul that could explain what is the meaning of
"autotuning" and why now I receive every mail while for one month I
received none.
And, peraphs more important: what is the risk of having autotuning
disabled? Are there inconveniences? Can I keep it for good?
Final consideration: in this month I noticed dozens of other Vista
users facing this very same problem and I am frustrated of the lack of
support by Microsoft.

At the risk of becoming too technical:
Vista has a new TCP/IP stack, which includes the autotuning feature.
TCP/IP has always had a set of parameters which can be changed
to improve performance, but it was a set and try operation.
Vista is able to change the TCP/IP parameters on the fly. For servers
that it works with, it provides increased speed. But there are a few
servers that are confused by the autotuning feature. Sounds like
your mail server was one of those.

It sounds to me as if your mail server requires authentication. i.e it
requires you to log into your emails server with your email software to
retrieve your mail. Try opening accounts and select the servers tab, put a
tick in Log on using secure password authentication. Save and try again.
It's also worth knowing that some ip's refuse to allow you to use anyone
else email servers, ie yahoo, hot mail ect. and you will often run into
problems when trying to send. You can get around this by sending using your
ip's mail server and recieving using the email accounts server.
So for example if your ip is say Tiscali
You send using their server : smtp.tiscali.co.uk
And recieve using the email accounts server, if it's say yahoo : pop.yahoo.com
If anyone has changed their ISP lately and are able to recieve but no able
to send to old email accounts they used before, I can bet this will be why!
